I try to think of why i'd want to de-lvl my character but I just can't think of a reason.

Lab speed runners so they can stay in the normal or cruel level brackets.

normal and cruel labyrinth leader boards have a max level limit. people that want to compete there will inevitably get xp just doing the labyrinth, its for them.

Also for PvP characters who want to stay a certain level.

but why would you want to stay in normal or cruel instead of just moving to merciless?

Level up a character to get the bandit rewards in Cruel and Merciless, then delevel down to level 28 so you can have an advantage in low level PvP.
Not saying I would... but someone will. |
