It will apply but ONLY if your blasphemy gem is level 20 and has quality.What happens is level 22 blasphemy effect from heretic's veil helmet will override the lower level gem and you will not the get the 'increased curse effect' bonus from quality of blasphemy gem.However , when your blasphemy gem is level 20 it benefits from +2 lvl of curse gems effect from heretics veil, making it lvl 22 and hence its not lower level than helmet's built in blasphemy anymore and the quality bonus will apply.

Long story short - Your quality bonus from blasphemy gem will work but only if your blasphemy gem is level 20 :) and I have tested it.

tried uber a couple of times today as low life, of course its really easy but i am impressed by the dmg, i have no chaos resistance so trash is a bit of back tracking to let es recharge.
My tree is below, i believe darkee7 plan was to go to templar and get the reduced mana nodes there allowing purity of lightning and discipline on blood magic, and to use l4 enhance instead of blasphemy in heretics veil.


my gear, some good stuff some pretty avg stuff if you cant afford skyforth i see no problem with eye of the chayula.

The quality from blasphemy is more important then level.
Level only increase the radius. Quality increases the effect of curses.

If you don't have 20/20 blasphemy, use enhance gem

Your dps is fine to kill uber, but 7k ES will require some hability to avoid damage
