Yes, it is. I'm playing it right now. It 1 shots everything, sometimes even unique map bosses. My problem is that it's really difficult generating charges against bosses, especially Atziri. Is there any alternative to the CoC+PCoC combo or without using Skyforge? (Everyone can't afford a skyforge, you know. :( )

Orb of storms (lvl1, so reflect and mana wont be a problem) + IncCritStrikes + PCoC. IF 4l, you can add IncAoE or IncDur. Works wonders.

I wouldn't use Marylene's simply because it lacks health and, to a lesser extent, accuracy. I'm not sure what your crit would be wearing Marylene's (it's probably possible to cap crit still if you change your items and passive tree), but the drastic amount of change required to maintain that critical 95% crit chance doesn't seem to be worth it for the extra multiplier.
