Chained projectile will move towards the next target not randomly.

As for pierce, it will occur before fork, so if you managed to stack 100% pierce, very easily done with talisman + gem, there will be no need to use bow and quiver anymore, double dagger would be better.

interesting build concept, however a projectile that fork cannot chain, so the synergy between the quiver and bow is null

At most one effect may be applied per hit. The effects are listed in order of priority.

Pierce
...

Fork
...

Chain
...

check wiki for more information.

You are better off using a death's harp for the 100% crit multi imo or a Quill Rain for the projectile speed. droppnig the quiver for something else would also be an option.

You'd better reread that wiki section you link.

At most one effect is applied per hit. Not per projectile you launch.

The page explicitly goes through an example of how fork and chain synergize very well, first forking on the first hit, thereby creating two new projectiles that individually cannot fork, but can chain. (The example chosen also shows what happens when you add a 0% < piercing% < 100% chance to the mix making it a pierce-fork-chain combination.)
