I love the concept of the cards as a way to be able to farm for specific items but they are just too rare to be worth it because of RNG. Maybe consider adding some sort of quest mechanic for cards ie go Kill all the monsters in the riverways and bring me the head of such and such a monster. You go clear the zone then go back to town talk to Silk or whomever gave the quest and you then get said card. It could easily be designed so it wasn't a quick abuse way to get the cards. It would also add a ton of replay value as people would Have a reason to do specific zones.

That dragon is pretty sick.. And the dapper is also a nice one!
