Cleave

There's nothing else to say. Cleave has a penalty to Physical damage when dual-wielding. That's all there is to it. Elemental damage is not Physical damage.

ok just seeing it as awkward

Multistrike, melee splash, damage effectiveness etc add or reduce damage, as a whole, not phys or ele, but less / more damage, as in the entire attack's damage. It would be strange to penalise physical dmg and not elemental dmg, when both are forming part of an attack.

Is cleave potentially the strongest hitting skill in the game?

It seems if you combine it with these supports:
Concentrated effect, Melee physical damage, Melee Damage on Full Life, Added fire damage.

At max level quality gems, this skill might have about 400% dmg effectivness after all these supports stack for more dmg, and even more if you have a lot of increased dmg% which will all multiply.
Heavy Strike deals more than twice Cleave's damage per hit. Conc doesn't apply, but Heavy will still hit harder. That's just how strong it is.
(you can have Conc affect it if you also link Melee Splash, but that gets pretty complex)

Leap Slam deals some 40% more damage, but is slower. Benefits from Conc as well.


For plain strong hits, Cleave is non-ideal.

Anyways.
Melee Splash adds AoE Damage, Concentrated Effect multiplies AoE Damage. Simple as that, really.
Of note; the initial hit is never AoE Damage. Only the actual Splash benefits from Conc.

The Melee Splash comment was regarding Heavy Strike not benefiting from Concentrated Effect, which in turn was referring to Kadajko's comment stating Cleave can inflict high-damage hits.

Cleave is an AoE Attack, so you can't link Splash to it.

But Cleave comes with built-in Melee Splash that Heavy Strike can only dream about; Cleave is by far the superior skill because you basically get a support for free (well, since it is 150% vs 140%, not quite free but extremely cheap).

A great 2-hand weapon would have 500+ physical dps. A great 1-hand weapon would have roughly 350 dps. So it is more like 750 vs 490.
