Are there any plans to balance monster damage further, especially in Act 4 Cruel/Merciless?

Yes, almost certainly.

Wipe is neither being confirmed nor denied. Interesting move by GGG so far. Either they do not want us to know if there is a wipe happening or they still don't know themselves as they haven't decided yet. Suspense, HYPE, Drama. Should be a new release movie.

This patch includes an early version of the Deterministic Lockstep system that is designed to solve desync issues for low-latency players.

Question: Does the definition of 'low latency' depend on your implementation of lockstep, or is it set in stone no matter what? Can this value fluctuate at all?
Or are we supposed to test that as well?

everyone can use it but it will only feel good if your latency is low.
what you consider good is up to you ;)

While we have improved rare Jewels considerably, fewer unique jewels are available in this version because we've disabled some while fixing them.

this sounds like a wipe to me

In before it turns out that lockstep works only for those playing with 50ms or less....

This is just an incredibly roundabout, snarky way of accusing me of an appeal to tradition. Which, if you actually read the post rather than the last sentence, is clear isn't what I'm saying. Free gem XP is a bad idea, not because it's never been done like that before, but because it fails to punish bad planning and reward good planning. Switching out gems should come at some cost, even during the early phases of character growth, just like switching out passive points does. Nothing in your post makes any sort of argument as to why this assumption about skill opportunity cost is wrong.
If some realistic data about the vendors trading gems change is intended to be gathered we can be sure that there will be a wipe.

The question remains what the reasoning behind the secrecy is - the current data shouldnt be harmed by that information since everyone yolo divines / exalts / vaals / trades anything already.

Edit : But yeah - I agree to ZachAttack2K13's post below - Wype Hype is as good as any hype from GGGs perspective :)

Probably because they already said when they'd announce it, the day of the release of the patch. Its pretty inevitable though. They just like to create hype and theyre very good at it. I LOVE watching GGG put people in a freny.
Is there going to be a wipe with this patch? (I hope so).

Will the new US servers be coming online during the beta?

I want to try lockstep, but my current latency spikes from living in New England preclude me from doing so.

I just asked, and it sounds like we are unlikely to get new locations added during the beta.

If adding a second NA location and hiding the fact behind a curtain is still being planned, this seems like an odd choice. The beta would be the ideal time to test out the smoke and mirrors involved.
Did you ever see history portrayed as an old man with a wise brow and pulseless heart, weighing all things in the balance of reason?
Is not rather the genius of history like an eternal, imploring maiden, full of fire, with a burning heart and flaming soul, humanly warm and humanly beautiful?
