3.13 ("Ritual") is the last league the filter has been updated for in time.
It is now considered unmaintained.

How to install?
You can use GGG's built in "follow feature" here to always have an up to date version.
Alternatively right click any of the links above -> "Save Link to" -> C:/Users/Your_Username/Documents/My Games/Path of Exile/
If you chose to download the zip archive containing all strictness variants instead, extract it to the same location.
It will now appear ingame in the options panel (press "O") at the end of the "UI" tab.

This version is based on a new build system. It makes it easier to maintain the filter and its subversions as well as resolving some of the issues a pure toggle based customization system entails.

[Meta] Added a "map version" of the filter. It shows a lot less normal and magic items. An extremely endgame oriented version will follow during the league.
Improved the endgame section. It will now show less items highlighted in a prominent way and significantly less normal and magic weapons unless they are deemed pickup worthy. Also, toggles should be easier to use with Filtration now.
Warband items are now shown by default. Should you use Cloak of Tawm'r Isley (Found Magic Items drop Identified), it's recommended to toggle the warbands blocks to hide again.
Exalted, Eternal and Divine Orbs will now visually stand out more. Their dropsound volume has been reduced slightly.

Maps have had their dropsound slightly reduced and retain their original border. Red maps are highlighted by a slightly brighter textcolor. (I'm not quite happy with the map section yet.)

Added low volume dropsounds for medium currency and 6 socketed items. The feedback has been positive for the most part. The single negative feedback (too many currency sounds in full party speed rotations) has been withdrawn after getting used to it.

DropOnly gems now have the same border as gems with 10% or more quality. If this turns out to be irritating, I'll look for another solution.

Adjusted the requirements for items that have five linked sockets (5Ls) to be highlighted. Body Armours are always highlighted. Bows and Staves need an itemlevel of 64 and 55 or higher respectively. Anything not matching the requirements is still highlighted, but without an increased font size and alert sound.
Slightly reduced the border opacity for Chromatic Orb recipe items.
Removed the generic "Hide" statement at the end of the filter as it isn't needed anymore. This ensures that new items will always be shown.
Added toggles for "Link Exceptions" and "Obsolete Gear". These are considered advanced (indicated by the ~ sign in the title) and you will need to enable "Advanced Mode" in Filtration should you wish to use them.
Updated to reflect the changes of "Spiked Shields, the Alloyed, Burnished and Alder Spike Shields are now Spiked Shields". Unfortunately this change wasn't part of the patch notes that were available prior to the change.

Reduced the line count by approximately 30%.
Obsolete items are now hidden earlier. The majority of items now only traverse ~10% of the filter resulting in greatly improved processing speed.
Extended the "High Itemlevel Rare" section with 83+ weapons and 84+ Armour & Jewelry. Theme support now allows to distinguish between T1 and Craft basetypes.
Added another option/toggle to control whether an item is to be shown or hidden. It is now possible to have no socket requirement, require 3/4 sockets (1hand weapons and shields and 2hand weapons and armour respectively) or require the sockets to be linked. The new defaults can be found in the initial post.
Added an option to distinguish between Normal and Magic endgame items through toggles.

Custimization toggles in the rare Chromatic Orb Recipe section are now considered "advanced". You will need to switch to "Advanced Mode" in Filtration in order to use them as changes to it may hide rares.

6Ls (other than Tabula) are very rare and thus are highlighted by an uncommon font and border color as well as a larger font size.
5Ls receive the same border and a not as large a font size, no change in font color.

This section is work in progress, as the different strictness levels are not fully defined/implemented yet. If you think something is hidden too early, or shown too long, let me know! Please include your reasoning.
There are currently 6 base versions, reflecting increasing strictness levels. The stricter a filter is, the less items are shown.
Low:
Recommended for SSF or the very first hours/days of a new league. Includes low itemlevel bases that genereally become undesirable very soon, but might be useful early on.
Moderate:
Parent Filter: "Low"
Differences to parent filter:
Hides rare items with a DropLevel below or equal to 45 and an ItemLevel above or equal to 60.
Hides very low tier Divination Cards. Examples: The Carrion Crow, Turn the Other Cheek
Leveling and Progression sections stop highlighting/displaying items earlier.
Hides low itemlevel normal and magic jewellery.
Highish:
Parent Filter: "Moderate"
Differences to parent filter:
Hides rare items with a DropLevel below or equal to 60 and an ItemLevel above or equal to 60.
Hides T2 (<=85) normal and magic bases.
Doesn't highlight Chisel Recipe items.
Requires Leveling and Progression items to be linked earlier in order to be highlighted/displayed.
Displays Q10+ and Utility Flasks until itemlevel 78. Beyond that Q20 only.
White Maps have no DropSound, but retain their Minimap Icon.
Hides normal skill gems without quality.
Hides low tier Divination Cards. Examples: Struck by Lightning, The Incantation, The King's Blade, The Lunaris Priestess, The Scholar, Thunderous Skies
High:

Hides Wisdom and Portal Scrolls.
Chromatic Orb recipe items are highlighted/displayed until itemlevel 75 (instead of 81).

Hides Flasks with high quality.

Which editor should I use to edit the file?
I recommend Notepad++.
How do I add a BaseType to the Chance section?
Open the file and search for "### Chance", that will get you to the chance section. Copy one of the existing blocks and replace the BaseType with the one you would like to add.
Why is this better than the other filters?
I don't know if it's better than the others for you. That depends on your personal requirements. The concept of "better" or "best" is highly subjective. Know what you need/want and match against that. Then you found your personal best filter.
Why are 3L Quartz Sceptre highlighted? / I found a bug. A chromatic Quartz or Crystal Sceptre isn't highlighted as a RGB item.
Many people use 3L Quartz Sceptre for leveling. There's a cheap recipe that gives +1 to lightning/cold/fire gems which makes it a very good weapon early on for a variety of skills (Fire Trap, Flame Totem, Lightning Tendrils etc.).
Quartz Sceptre are highlighted by a red border until level 25. Between 25 and 51 they are simply displayed without any highlighting as they might still be useful.
The section that deals with these "Leveling Specials" is located above the RGB section in the filter, meaning it takes precedence and this sometimes causes confusion if the Sceptre in question has a chromatic linking. Once you're in a zonelevel above 51, they will be shown as chromatic items again.

One filter to cover everything from leveling to racing and endgame content without compromise.
Sane defaults while offering all the options in the world for those that like to customize.
Be easy on the eyes, default colors look nice so let's use them where we can.
Smooth integration, no learning period, be intuitive.
Highlight stuff that is worth highlighting. Most of the items are hidden anyway, so there's no need to go over board.

During leveling you will see less and less items as you progress. Generally items are shown as long as they are appropriate for the current zone.

Can't reproduce the error. If I download the file and safe it as oftrta_muldini_v0.7b.filter in my PoE folder, it loads without error.
You can try to remove the three blocks for Maelström Staff around the line number you mentioned. If I find out what's causiung this I'll upload a new version.

I do question the validity of showing 'all' quality items until 75+... it's all about the space, so even at low levels I'm only looking at 1x3 and 2x2 items and pots. I'm not really interested in tower shields and longbows and 2h weapons - they're just too large, even at low level.
I'm not yet sure if I want to have a base threshold on item quality, however, since even sub-5 quality can balance out a 40 point lot.

You know that you can simply make 1 role for this 200 items list? and save like 200 lines?...
It's not the same as generating a list that says "Show this BaseType until two higher BaseTypes of the same class are available". Yours would be an approximation. That is unless all BaseTypes of different classes have the same DropLevel, which I doubt.

Could you elaborate on the "all quality items" part? I believe only certain items that have quality are shown unless they have 20% quality. If you mean thatone then I agree, ideas on how to improve that block?
