What is the reason for using cold to fire instead of cold penetration?
The actual dps (not the tooltip) should be higher with cold penetration (works like a more multiplier).
Plus your ability to freeze takes a nosedive with c2f instead of cold penetration.

I am testing it currently, but got mana problem 1.50 vs 1.10 mana multiplier and im afraid of cold res maps. Freeze is awesome now.
Some notes on the cold to fire gem in hardcore leagues:
a friend of mine plays a life-based freezing pulse witch with
FP - echo - GMP - faster casting - added chaos - cold to fire

reason behind it is, quite simply, reflect: added chaos does not reflect, fire is mitigated by arctic armour. He has a lvl20 purity of ice, with that, he must work hard to kill himself as cold isn't the biggest part of the damage - it's about 1/3 cold, 1/3 chaos and 1/3 fire. That means you actually only deal 1/3 of the reflect damage to yourself, which is partially absorbed by a high-level purity of ice.

Yes, it's true that with

FP - echo - GMP - faster casting - crit dmg - cold pen
he would have more damage. But because we play Bloodlines, being safe is more important than raw damage. Besides, with a 6-l cloak, a ton of cast speed and crit, the damage (especially from chaos) mostly oneshots enemies anyway and therefore, damage is not is problem. At all. And he can full-frontal freeze pulse crit into dozens of reflecting enemies and doesn't even care, which actually looks rather nice considering that some other freeze pulsers like Makavelit0t0 killed themselves in HC leagues several times with reflect.

As for this YOLO softcore rip build, I have no idea why he uses cold2fire :) But the gem itself, especially with quality, is also good for sheet damage, which might fool some players.

Ok mana issues is an argument although i'ld rather replace GMP with LMP in that case instead of dropping cold penetration.

Just to show the impact of cold penetration
Lets assume your overall damage without c2f/cold pen. is 10000 dps. I'll just consider gems without quality to keep things simple (the more increased damage you already got the less of an impact on the final number will the additional 10% have):

Zero resistance:
CP 10.000 * 1,35 = 13.500 dps
C2F 5.000 cold + 5.000 fire + 2.900 fire = 12.900 dps

50% elemental resistance:
CP 10.000 * (1 - 0.5 + 0.35) = 8.500 dps
C2F 2.500 cold + 2.500 fire + 1.450 fire = 6.450 dps

75% cold res; 0% fire res.
CP 10.000 * (1 - 0.75 + 0.35) = 6.000 dps
C2F 1.250 cold + 5.000 fir + 2.900 fire = 9.150 dps

0% cold res; 75% fire res.
CP 10.000 * 1,35 = 13.500 dps
C2F 5.000 cold + 1.250 fire + 725 fire = 7.000 dps

With cold resistance being as common as fire resistance or elemental resistance in merciless you are better off with cold penetration. Plus considering the monster types i'ld rather deal high damage versus fire resistant cinder elementals than versus those harmless cold resistant zombies.

Academy, Precinct (76) with GMP no problem, the same Shrine (77).
Have any 78's but I think everywhere where boss has no big cold resist now is easy to perma freeze him.

Now map clearing is much easier than C2F -> 76 map every monster (including rare) is almost one shot and 77 very close to it (cold resistant monsters little more).

With more than 4-5 GMP casts got mana problem, but it is temporary. Need to level up to get EB or/and 25% mana regen from passive. Temporary solution is: when have big pack of monsters casting Vaal clarity and no problem (it needs only 32 souls to stack so I get it very often on map)
