Not sure if someone asked this. It doesn't say block chance when "blah" does that mean you just get 15% block regardless of what you are using? Like a 2h mace for example? But I see alot of appeal in a 2h staff block build with it.

it's seperate and additive. If you had no block, you now have 15%. If you had block, you now have +15%
That suggests bow users and 2 handers get the 15% block. I wonder how that works though as you have dual wield and shield block stats in character screen. At first I couldn't imagine a new block chance added to the character screen, I can imagine it added to either existing forms.
I'd like to see that helm on a build designed around melee, high blocking (either shield or dual wield), and Iron Reflexes without Unwavering Stance. The loss of chest armour definitely hurts, but if you can make good use of all those bonuses...
Actually with Iron Reflexes you'll still have the increased mana cost from blind, but i don't think you'll get any benefit from it if you can't evade...
Blind has no increased mana cost, and you have a base 5% chance to evade attacks as long as you are capable of evading (so you haven't taken Unwavering Stance). Also, because Blind impacts chance to hit rather than evasion (yes chance to hit is also a stat) it still benefits players with IR (I remember seeing one calculation that said you had ~76.25% chance to evade a blinded enemy with IR, but yeah, could easily be off).

I think it works out like:
With IR you have a base chance to evade (CTE) of 5%. This means the enemy chance to hit (CTH) is 95%. Blind reduced that by 75%.
If it weren't for Void Battery I'd call this the best-designed unique in a very long time. As such, it has to settle for second place and the title of coolest.
