it's seperate and additive. If you had no block, you now have 15%. If you had block, you now have +15%

Excellent. That's exactly how it should work. :)

Obviously that guy is kidding himself.

Sure it's a cool helm, but at the expense of unequipping Kaom's Heart?

No thank you :D

Sorry I guess I was unclear. Currently right now the game does this when you get attacked:

Check for evade roll
check for dodge roll
check for block roll

Does this helm add a seperate 15% block chance roll after the normal block roll or does it actually add 15% to the shield block so that the 3rd roll is "default block +15%"

I ask because if it is additive with shield block that means you could make a melee build that can save a lot on block chance nodes, or use a saffel's and still be able to block attacks.

Also is it additive with dual wield block?

Does this 15% go beyond 75% cap?
Just a bit of background info on the item.

Thematically this is designed around the Starz! series, 'Spartacus'. I've also attributed it the name "The Bringer of Rain" in honour of Andy Whitfield (original actor of Spartacus) who tragically passed away. The item is designed to encompass the entire show as best it can, honouring as many people as possible between the look of the helm, it's name, and flavour text.

I believe it should work so that, if you currently have no block chance, it will add 15% to roll no. 3. If you already have block chance (any type, shield, passive, or dual wield) it will add 15% to the value already there. Hope that makes sense!

why is everyone saying it's 7L?

I don't believe so. It should go a long way to helping people out of a few nodes, though :)

It's a soft 7L. Three "supported by" plus the 4 sockets on the helm effectively makes for 7L :)
