you'd be better off with a gold amulet with 20% rarity + quantity/rarity mods than this unique for anything aside from a chaos innoculation character.
Chaos innoculation had a big problem with stunning yeah, but that was only 50% of the time at least. A problem just as big (that this amulet would not mitigate) is stuff like infinite chilled duration, as well as freeze/shocked.

Chaos inoculation will be fixed so that the stun (and status effect) issue would no longer occur, hence making it not much more useful than without the amulet.

However, that said, People with low health could certainly be interested in this for not wanting to get stunned, particularly in PvP where stunning could be a major issue.

Even then, I do recognize that with the buff to stun threshold that was done in a previous patch a while back, being immune to stuns just isn't that hot anymore because of the rarity of it's occurrence as-is.

Overall, right now it's maybe worth a 10% drop in health, but if stuns are changed (maybe partially revered), and/or when PvP gets into action, this could maybe be worth it.

Personally, I find the mix of rarity with something like stun immunity to be very incongruous. Stun immunity is for fighters who want to be strong, not treasure hunters who want to farm. Especially with regards to PvP, who would want rarity if they're mostly planning on PKing? (although for farmers who want defence from PKers I guess it has full utility)

I think stun immunity is still a big deal. Stuns are only a problem in two situations.

The first is when you're completely swarmed and surrounded by mobs and get stun-locked. This can very quickly kill off a witch or ranger. This amulet would give you a free pass to get the hell out of there. In this case the amulet isn't all that useful in normal combat but it could give your high level HC character a second chance at life.

The other is spell interruption. Being immune to stuns means your spells will never get interrupted. That can be a huge deal for a player that likes to play their caster closer to the combat. In this case it's probably more useful for Templar and sixth class characters than witches.

Don't kid yourself. Stun immunity is pretty much the only way to escape if you ever find yourself surrounded. The 50% stun resistance from energy shield is nowhere near enough.
As a collector of uniques I feel a need to share the love with all you beta testers.
