Use the '/invite playername' command or right-click on someone's name in the chat log and select invite from the dropdown list. Parties can have up to six players and of course difficulty, xp, and loot scale with the number of players. Yah you can certainly make party's , the way I saw how you were able to do it is I clicked on another players character in toon and a menu bar comes out with about 4 options some which are greyed out.
