I get the idea that you want that cast speed from Dual Apep's Rage, but the thing is that you're not really using the chaos damage it gives you (well it adds to your Ice Nova/Arctic Breath sure, but you're still relying on classical cold and ele damage to boost your DPS), thus making it not really worth to use instead of a rare wand, which could give you some other pretty nice stats instead of high cast speed, like spell damage and crit chance/multiplier

Actually, the best choice for a very fast cast speed on Ice Nova would be Pledge of Hands, for its possible 7L with a lvl 30 Spell Echo, and it also gives you very high spell damage and mana, which is really useful for your mana regeneration along with Eldritch Battery !

Also, based on what I see in your gem setup, you have linked Immortal Call to a Cast when Damage Taken but you have no way of generating endurance charges, making Immortal Call not that useful. I suggest that you replace Increased Duration with Enduring Cry or that you buy an unset ring to put Artic Armour in (or even a Voideye to get a lvl 25 or even 26 Artic Armour if you can affort the mana cost) and then get a CwDT + IC + EC + Increased Duration setup to make it really effective !

Yeah the Pledge of Hands is possible the better choice, there is already a very detailed guide for using it with ice nova. But I never said that dual apeps rage is the BIS for maximazing ice nova damage. The apeps rages add a crazy amount of flat chaos damage and the best way to increase this damage is by stacking faster casting. Its the same way you do it when you play an elecleave/elebuzza, where you stack auras like wrath, anger etc.
I was never in the pleasure to own a Pledge of Hands, maybe because I alaways play the new ladder and dont like playing standard... it was always to expensive for me...
I also enjoy playing with this high amount of faster casting because it makes so much fun and reminds me playing a d2 nova sorc.
Here I worked out a build around an endgame-uniq, which is rarley used by the community and which is absolute end game available.

Thats wrong. I have no endurance cry gem in my cwdt setup, because I generate enough endurance charges thanks to curse "Warlords Mark" which is almost always applied on the mobs, thanks to curse on hit + Herald of Thunder

With the coming changes to Eldritch Battery, is there a way to tell if this build will be viable still in the next content update ?
