Gangs and celestial punishment are both increased. They work on the same layer as any other % increased modifier that you get on say.. your skill tree.

Hmmm, you may be right. I didn't research thoroughly on that part.

Sorry for a bit scaled down video quality. It's not a min maxed character showcase, but a typical map run while leveling. I stopped playing this build at level 88, and still alive, because I want to try Torment and do a fun yolo build that I theory crafted for days :)
