I was pretty surprised too! I could've sworn that the northern island will be the next expansion ... but it is what it is and it's not that bad when you get used to it.
As for that vacant island .. it looks .. strange .. just sitting there ... all empty ... my guess is that it would be opened when the masters can be leveled up furthermore. It would be awesome to be able to reach level 10 with a master ... more crafting mods ... bigger hideouts .. who knows .. it might happen one day! My hope is GGG actually plan to unlock it in 1.23 or 1.2.3 or 1.2.4, and hadn't finished Tora yet.
I highly doubt Masters will get more levels, they've fulfilled their purpose and there's little more in crafting they can add. Casual Alt-Life is best Life.

looking at your hideout i feel like i dont even have half of those decorations. it looks soo good.

The bridge is part of the last hideout expansion when you get your Tora to level 8.
