can someone explain how works "attack with this weapon have 106% increase elemental damage"?
i dont see my arc or fireball damage increased

Arc and Fireball are spells, not attacks

Use it with elemental hit bro.

Attack and spell damage are two different kinds of damage in PoE. Attack damage is based off your weapon stats whereas spell damage is based off your gem itself. That wand is meant for use with elemental hit and gear/auras that add elemental damage to your attacks.
