What determines the MAX amount of slots in item?

I would like to know what determines how many item sockets a piece of armor/weapon can have? For example, I got a "Voll's Protector" chest (Required level 35) from end of Act 1 Cruel difficulty. It has only 2 sockets, and before I spend my Orbs, I would like to know if I can get this chest to have 3, 4, 6? as MAX slot capacity. Thanks for help.

The item level. To determine this, pick the item up and, while it is on your cursor, type "/itemlevel" on to the chat window. This will give you the item level.

I don't know the breakpoints but they can be found on this site if you dig.

I'm trying to find it on the PoE wiki, but nothing. A mod in #General said that gem slots depended on where it dropped. That since it dropped for me in "Cruel" it can PROBABLY have 4, that if I would have had it dropped on Merciless then it could have 6... so is Item level dependent on difficulty item dropped now? So confusing.

EDIT: BTW thanks for /itemlevel trick. It says my item is level 41 so that means 4 sockets?

AWESOME, this game is amazing. Since my iLVL is 41 I could get 5 at most then. Getting 5 is going to be hard.

Many people have suggested that the iLvl should be readable on the gear by all. I agree, as this would help ALOT for trading purposes as well.

One last thing, so if I would of gotten this same item in Merciless difficulty, the item would be higher than iLevel 41 like mod suggested in game? If so, then that is a MAJOR downfall to $trade because of what you pointed out (iLvL not visible so you'd have to trust seller on item level).
