Glowing(?) Bow

Hey, I'm fairly new in PoE, atm lvl 41. Anyway, I was wondering. Today I saw a lvl 29 Shadow with a 'glowing' bow, it was not really not that glowing, only the tips (and the srtring) were like glowing a little. I'm not sure if it's a microtransaction or an unique item, as far as I've seen rare items don't glow like that. Could someone please help me to identify that bow and explain a little why is it glowing? Wish I made a screenshot, but oh well..

Why ask Why and start by denying before you have actually tried?

It was Quillrain unique, most likely, some uniques have visual effects.
Wish the armchair developers would go back to developing armchairs.

has glowing tips by default/without any mtx added. Exit, pursued by a Plummeting Ursa.
