Vsync problem [SOLVED]

So I have this kind of issue: with Vsync on In some areas (a lot of them) I have fps jumps, when Vsync is off I don't have this kind of issue. It jumps like from 30 to 120. My screen refresh rate is 60Hz (it's standard laptops refresh rate) so FPS should be locked near refresh rate when Vsync is on.
This is my laptop specs: i7-4702QM, GTX 760M Gpu and 8Gb RAM.
I had this kind of issue on previous laptop, but I thought it's laptop's fault because it was kinda old.

Are you using the default in-game vsync, or are you using the video driver vsync (or both)?
I've tried to use in various ways, it's still same. These screens with in-game vsync.
The main problem I see is that vsync causes the erratic behavior, but it's hitting FPS that shouldn't be there based on your refresh rate... unless you have a 150Hz monitor.

That's the reason I asked if this was using in-game vsync, or something in your video control panel. Both of them CAN work well on certain situations/systems.. but I've never seen an instance of vsync in-game causing FPS to go above the refresh rate of the monitor or being that erratic.
I've tried different video settings, drivers (older ones, then new), compatibility different modes, it stays still same. Maybe it's some kind of conflict with nvidia GPU? Because my previous laptop is with GT635M GPU. Unfortunately this kind of 'issue' forces me to play other games over PoE.
Any suggestions possible way to fix it?
I have one: it is to run game in full screen windowed mode, but on the other side windowed mode will lower performance in game(probably because of fullhd resolution), and then I have fps drops in parties and huge fights, which still make game unplayable.

Until you find a more permanent solution, have you tried to temporarily change your desktop resolution to your PoE in-game resolution and then run in full screen windowed mode?

For example, if your desktop resolution is 1920 x 1080 and you typically run PoE full screen at 1280 x 720, try setting your desktop resolution to 1280 x 720 (or lower) while running PoE in full screen windowed mode.

The problem is that I don't want to play minecraft PoE. I've tried once to change to 1600x900, and it looks awful compared to 1080p. And secondly WINDOWED full screen is not a solution, as I mentioned it reduces performance a lot. So I'm looking solution for not windowed mode.
If you set your native desktop resolution to the same as your PoE resolution and run in fullscreen mode, does it still have the same problem?
