Turning a magic item into a rare?

Is there such an orb? I know you can turn a normal item into a random rarity but I havent seen anything that lets you do this to a magic item.

" Those types of links come directly from the user profile, meaning he actually has one on his character. When you're right, no one remembers. When you're wrong, no one forgets.

if you don't have one, you can use a scour orb on a magic item to make it normal and then use an alchemy orb on the normal item to make it rare.
