Elemental Equilibrium + Minion question

1. If I have Elemental Equilibrium and my minions are supported by Added Lightning Damage and they hit a monster, does that monster now have +25 lightning resist and -50 fire and cold resist?

2. If I have Elemental Equilibrium and my minion explodes form Minion Instability, does that damage trigger Elemental Equilibrium?

Im not sure but would like to know also. If it works it could lead to cool combos.

I don't think minions trigger EE. I'm using it as an additional debuff for minion instability and it doesn't seem like caster Spectres trigger it, but it was hard to tell because most mobs die really fast. TBH this is a good thing in my opinion, as otherwise you'd never want to use a caster Spectre with this passive.

Side question: is there a good frost AOE skill that can be targeted on an enemy? Ice Nova and Freezing Pulse require me to get too close to enemies for my liking.

No to both, Minions are minions, they don't benefit from your passives other than minion passives, they don't proc EE. They do benefit from it though if you proc EE yourself to reduce fire resist and they pop with MI for example.
