Will low level pvp be possible?

As in level 10 or below. I've always been a fan of PvP at the lowest possible level and have already started collecting gear for it, just in case. Unfortunately I don't know much about the PvP system yet, hoping someone here could provide a little insight. thanks.

lvl 28 s the low lvl PVP atm.
I think lvl 28 is the right tier for being lowest. Lower than that would greatly limit choice of gear to include skill gems and this therefore could cause a predictable (boring) PVP fights.
lvl 28 character can be made in one afternoon-evening and gear options are endless.
