Open Beta - Where and what level can I start pvp?

Hopefully this is the right area to post this. I started playing the Open Beta and I'm really enjoying it. I'm having a hard time finding documentation on where I can start pvping? I found an old discussion thread that arena's start at level 28.

If anyone has more information on this or can point me in the right direction, that would be great!

On the act2 town you can play 1vs1 and 3vs3, dunno if there is anything else
