Is the amount get higher to attack faster or lower ?

Higher attack speed grants you faster attacks.
However, when you move your mouse over a skill, the tooltip will display "attack time," which is not attack speed. Lower attack time grants you faster attacks. Need game info? Its show attack per second...but when i use frenzy skill the attack per second there raise i was 1.46 but when i use it grow up to 3.xx...that wat im abit confuse about it
