That proposition as presented doesn't make sense on a fairly fundamental level, so I suspect you're going to need to explain what you mean by that.

So you think that a skill that boost out a circle of ice/lightning should be on-going permanently (since auras don't use "press per use-system", but "permanently on-going" as far as activated.)
Would be kinda silly if you ask me, running around with spamming novas around you all-time, at no cost-per-use except for the mana-reserve. But I'd also like to hear the background idea of this :) Why even consider it, unless you found a cool angle of something :) That idea makes me curious! Overkill is underrated. I think the OP just likes the Nova shrines in domination, and wants to use them like that normally.
Face it, all of your suggestions are worse than this idea:

Righteous Fire is an always on skill that has you running around burning anything around you. Lightning/cold versions of that skill could be interesting; but fire is better suited to continuous damage to self type mechanics...
Did you ever see history portrayed as an old man with a wise brow and pulseless heart, weighing all things in the balance of reason?
Is not rather the genius of history like an eternal, imploring maiden, full of fire, with a burning heart and flaming soul, humanly warm and humanly beautiful? |

" He wants a damaging aura as they existed in D2 in the form of holy freeze and holy shock. I rather have a fire nova. |

" There are a couple options for this as I see it: 1. Like someone already said, the auras can work the same way as the two shrines currently do 2. They can work similarly to Arctic Armor where the mana consumption is different when standing still and moving I like these two spells but never really use them because of their range and speed. I've never made a frost/shock nova build so I am not sure if it's even viable. They seem great support spells and I have one linked to my "cast on damage taken" gem which works nicely. That's why I think they might make great auras or if like arctic armor they can be very useful in specific situations. |

That could actually be a cool idea!
A damaging aura/buff that periodically deals some amount of damage in one form or another to surrounding enemies. The cost - it reserves a certain amount of your mana as well as draining a certain amount of mana per second. Alternatively - this effect could be made into a support gem! A supported skill would get some mana reservation and mana per second cost, and would not be able to cast manually - only activated or deactivated. Some or all portions of these mana costs would be modified by other support gems. The skill will get a certain activation timer (casts per second) either based on its base cast speed with a multiplier, or a totally new flat speed that could be modified by casting speed mods. The damage of the skill will of course have the "less" modifier. The skill would either always target the closest enemy or (in case of aoe spells) would be cast at the spot where the character is standing (like with the firestorm shrine atm). Such addition to the game could add some edge to the melee characters, spawn some new builds and maybe give rise to the hybrid attack/spell builds. ...and then it would be exploited to the max :P.
