Ebony Barracks door to imperial gardens blocked off

^title, a caravan blocked the way to gardens, fix thanks bye

This isn't a bug. You must defeat Piety first to progress to the Imperial Gardens. This, unfortunately, is not at all made clear to the player or even so much as hinted at.

I had this same problem the other day, and I had already killed Piety.

It would be a wierd way of blocking access to the Gardens anyway, since you could (theoretically) move up to the high ground and jump down past the cart with leap slam or lightning warp.

This happened to me too. First image shows blockage, second shows that the area is clearly blocked off. Bug ref 956041865

Uhh, no. You get the quest to enter the gardens well before Piety, and this bug appears on maps even if Piety has been killed.

Confirming issue. The corner of the map where the gardens entrance must be is blocked by a cart.

Correct, had it just happen to me after I had killed Piety and made a new instance.
