Can't cross the bridge, Act 3 General Gravicius Quest

Please, why can't I cross the bridge, I do every quest. Talk to everyone in town, people say "You need to talk to Lady Dialla", and I do. But bridge is still closed.

maybe because you don't use the bridge, follow the highlighted route...that's where you are supposed to go...down into the sewer past the undying blockage and onto the next sewer area and up to your next quest area
