That might be something to do with the REDIST folder within the Game folder.

Make sure your DX9 and DX11 are both up to date, these are not items that generally auto update from Microsoft.

Is this happen during the install part?

Not Familiar with using one card for Physix, so please locate the file in the quote and make sure it is using the GTX560 as the main display.

Generally, the fixes for such an error are:

1( REBOOT and make sure there is not another program using / preventing the update of the driver...

2) Update the DIRECTX
3) Uninstall the game, delete the install folder, reinstall
4) Reinstall / Update the Videocard driver.

He already tried 2) and 3), and I don't think 4) is likely to help.

At what point in the install process does the error occur? Is it during the initial install, or after the initial install when running the client/patcher for the first time?
i cant even get the patcher to run all ive got was the file i downloaded from the PoE site, i install it then go to run it and it gives that error i cant get any kind of updater or anything. my main card is the gtx560 and it is set to the main display driver. I dont even have the config file you are talking about in my documents :((((, also i have alredy tried reinstalling drivers, rolling back drivers, fresh installing drivers i have no idea what the problem is.
