Cataclysm's Wake Quest stuck on "Return to Doryani"

The quest instructs to return to Doryani but there is no quests marker or available action on Doryani. The quest line seems necessary to unlock atlas points and is in this same situation account wide it seems. It is possible that there is some uncompleted objective like discovering a corrupted nexus (which I haven't done yet) but it should say that this is required, not just return to Doryani with no mention of objective status. Is this a bug ?? There is something not right here. Quests in general need to be more clearly explained in terms of objectives and how much of that you have finished.
