Movement Speed on Boots

So movement speed on boots is an issue. Everyone wants/needs it on boots to the point of making boots without it garbage. GGG doesn't want it to be implicit for a variety of reasons.

Why not look at movement speed in a different way?

We have reduced movement when using spells and abilities already and ways to negate this effect on the passive tree. Why not turn movement speed into a more dynamic stat?

Instead of movement speed always being fixed, have it ramp down when we're "in combat" like it kind of currently does, and ramp up when we're "out of combat", aka haven't attacked or used an ability recently.

Then we can expand on how it works, sort of like Energy Shield start time, recharge rate, etc.

We could have modifiers like:

Faster Start of Running Speed (Start of "out of combat" movement speed begins more quickly)

Faster Running Speed (Faster maximum "out of combat" movement speed)

Faster Acceleration when Running (Reach maximum "out of combat" movement speed quicker)

Faster Movement Speed (faster "in combat" movement speed)

Possibly more variations. This could give players more options to choose the type of movement that fits their build best; whether they want to be more agile while they're fight in close quarters or they have a hybrid melee & ranged playstyle or if they just need to be able to retreat quickly.

It just needs to be made a variable implicit on all rarities of boots, IMO. I've shredded so many great boots simply because they didn't roll with +% movement speed, which would have otherwise been a major upgrade in every other way.

Or make it a socketable item.

Or a ~30% passive tree notable to put on an amulet.

Or add more (and better) individual movement speed passive nodes.

Or hell, even a passive spirit skill that scales % based on level.

IDK. I'm just tired of throwing away good gear for solely this reason...



the movement speed reduction with armour bases sucks too.
The movement speed modifier has the same issue as the rarity modifier.

I don't think runes or ramping it down in combat will solve the issue at all.

Only one side of passive tree has movement speed bonuses like you said. Add more on the other side.

Also, make movespeed implicit mod on boots. The only thing we would need after that is a type of crafting that allows us to change the implicit mods on items (not sure how to do that without making it too easy/overpowered for items though).

I don't think movespeed would be nearly as much of a problem if we had much better attack speed. The fact that a warriors attack speed decreases throughout the campaign is just ridiculous. I do personally think we could use more movement than we have now though. If everyone could get like 10% increased movespeed at the end of act3 normal, and then 10% increased movespeed at the end of act3 cruel - the game would feel much better. I would prefer to have people on a more even playing field.

Also, I highly dislike that chest pieces decrease movespeed a bunch. For warrior it decreases it a sh** ton. Makes the game slow and tedious af, especially when having to backtrack and run through large maps. This could also solve ppl's gripes with large maps too, as long as the maps don't have backtracking/dead zone issues.

Or we could just give boots a specific amount of movespeed based on level. For example. Level 60+ boots could always have a chance of between 25-35% movespeed.

Doesn't sound too difficult to implement in that case.
