Lifesprig's level requirement 84?

Everyone should know about this leveling wand by now so I will cut to the chase here.
Today I pickup a Lifesprig and realize it requires level 41, which defeats the whole purpose of the item to be a low level starting weapon for rerolling.
A quick browse on the market I see level requirement of the item range from 3 all the way to 84. I wonder if this is a consequence of having implicit skill level on the item?
Either way, if level requirement of a unique item is varied depend on where you find the item it would mess up every single caster / summoner leveling weapon since most of the time we find it in the end game and use when reroll a new character.
If there is an official statement about this please do quote.
