[Combat Frenzy} Minimum frenzy charge gain interval is doubled

Hi ! I was wondering why I had so few frenzy charges, and when I checked the details panel I noticed the interval is doubled from what it should be, pic attached :

Unslotting the gem does nothing, it goes back to double ; only time when it's regular interval is when I deactivate the skill.
Logging out and back doesn't fix it either, engraving another gem neither.

Having the same issue.
