Is the 8th boss atlas node ("Organized Forces") working?

On boss atlas tree, the 8th node ("Organized Forces") doesn't seem to be working. I've ran several T15 boss maps with no irritation after aquiring the node, but I can't find the '+1 level' mentioned anywhere (T15 non-irritated boss maps show the level as 79 while, AFAIK, it should show it as 80?). Is it just a visual bug, or is the node actually not working?
