Life Leech / Mana Leech not working on bow suffixes

Hi! I use lightning arrow, and I have mana leech and life leech on my bow, however I leech zero life, despite my Path of building describing ~392.2 on hit for life and ~122.3 for mana.

Not entirely sure if the mana one is broken (my cost outweighs leech + regen) but it is 100% not working for life.
