New runes can't be reforged

I can't combine the lesser robust runes to make a regular robust rune. It says on the reforge button "item has the wrong base type."

I hope lesser is the only form of the stat runes as they are OP for stat stacking, i.e. can't be upgraded, would not doubt if that is the case
