Whirlwind from Whirling Slash -unsure if intentional or not

I've read up on Whirlwind tooltip and it says specifically that it only picks up element from "allied" Elemental Ground Surface. Didn't think much of it but Twister has the same conditions on tooltip but doesn't specify that it had to be "allied".

I've done a few tests and thought it was weird that it doesn't work on everything until I realized that Whirlwind from Whirling Slash was basically working the same as Twister in which it just picks up whatever the game considers "Elemental Ground Surface" and it didn't need to be "allied" as it is specifically mentioned in the game.

I hate to be the killjoy but I'd rather get a clarification on whether this is a tooltip mishap or it isn't exactly working as intended.

Its supposed to, but its not doing it for me either. Only picking up enemy element ground surface.
