Siege cascade + HoWA + Three dragons cant freeze

When using these items with Siege cascade it will not cause any freeze buildup.

Im currently using the Rampart Raptor crossbow which has very lite base damage so the majority becomes lightning thanks to HoWA gloves.

With three dragons equipped my lightning damage "should" be able to freeze however when using siege cascade it does not. If i use a different skill like explosive shot it freezes as expected.

This is unfortunate news as it was the whole idea of my build and other skill like Explosive shot can freeze with this setup and just work better. Time to pivot again.
