Conqueror Idol "Of Betrayal" not adding intelligence

When all safehouses except for one are full and ready to be raided, the last safehouse does not get the 40-60 intelligence upon map completion.
This is possibly because the intelligence is being assigned to one of the completed safehouses, or it's not properly assigning at all upon map completion. This is not how the Intelligence Gathering atlas notable works, and this is not how the idols worked a few days ago. Possibly broke with new patch. Bug Report ID: #262697876 Nevermind, apparently that was how the atlas notable works and I was just getting really unlucky.
