Every single level 82 area +4 boss should be dropping only lvl 20 gems

It's insane that when you're doing level 82 areas (corrupted + irradiated, T16 maps) with +4 boss difficulty that you're still getting level 19 skill gems from drops.

This needs to be fixed. Bossing should be good. Using the boss tower tablets to get corrupted + irradiated T16 maps should be rewarded. It should be a 100% guarantee that all skill/spirit gems will be level 20 when dropped in these conditions from a +4 boss.
