Path of Exile 1 (PoE1) not launching in Steam

I tried reinstalling PoE1 to do the Phrecia league but ran into an issue. When I tried to boot it up from Steam, nothing appears to happen. There's no window of any kind that opens and no additional dialogue boxes to indicate anything is wrong. All that happens, is the steam library itself, the PLAY button goes through some changes like so: PLAY->CANCEL->STOP->PLAY.

When I check the Task Manager while this is happening, sometimes PoE1 shows up in the Details section and sometimes it doesn't, and it almost immediately disappears from the Details section in the cases where it does appear.

I've also already tried the following fixes:

-verifying game files
-changing resolution to 1366x768
-booting up with -ns
-running in Compatibility Mode
-running as Administrator
-disabling firewall
-deleting config file
-restarting Steam
-restarting my computer
-reinstalling the game

graphics drivers are up to date and Windows is up to date

hardware:

Ryzen 5 5600X 6-Core 3.70GHz
RTX 3060 Ti
16GB Ram

and running Windows 10

The game didn't have any issues when I installed the standalone client instead so it seems like a weird issue with the Steam version of the game (though another friend did a fresh install of the game on Steam and had no issues at all...).

Has anyone managed to solve this particular issue? I'd much prefer to play through Steam
