Reduce gold respec cost per level

I heard some posts about builds bricked due to not enough currency to respec. And I didn't believe it.

Now I'm level 85 or so and I think each respec point is like 6,000 gold. That's a lot for an event like this where characters level fast.

Buying orb of regret from NPC is a workaround but doesn't feel as good as gold respec in POE2 that got the curve leveled some.

So flatten the exponential cost of gold respecialisation.

Have over 8K per Level, so I use Regret Orbs like the 12 years before Settlers Gold :(
