Bowyer’s Scraper - Improves quality of Bows & Crossbows

There are many quality improvement items in the game, such as the Blacksmith's Whetstone to improve the quality of a martial weapon or the Arcanist's Etcher to improve the quality of a wand, staff, or scepter. I would like to propose a new quality improvement item for the Bow and Crossbow specifically, namely the "Bowyer’s Scraper." As medieval bowyers crafted bows, crossbows, arrows, and bolts using a variety of tools, seems like this change fits fantasy well.

With this change, seems more fitting that quality should grant small bonus to critical strike chance for Bows and Crossbows as opposed to granting bonus to physical damage.
