Devout of Ralakesh bug

This bug isn't a huge deal since it will only be around with the new ascendancy classes, but using Devout of Ralakesh and the notable "Disciple of the Forbidden" does not give you +4 to minimum power charges. Devout of Ralakesh should give +3 to minimum power charges and Disciple of the Forbidden should give +1 but you only receive +3 to minimum power charges.

You need +1 to maximum power charges. Minimum cannot be higher than maximum.
