Scaling jewelery bases

Jewelry bases should scale at least somewhat, like for example:
apprentice -> journeymen -> master

Some bases are just... kind of terrible later on, like 1 to 4 physical or 3 life regen, but if they scaled in some way they would be at least somewhat more useful. Of course, the values of each base should be reworked to balance around the scaling as well, and the following example is NOT using a new balanced value system. If using this system, iron ring started at [1-3] to [4-7] with apprentice and then journeymen were [4-6] to [7-10] and master was [7-9] to [10-13] that sounds a lot more appealing to use than a mere 1 to 4 base in end game.
