Shaderbar Green then OFF > Stutter Stutter Stutter.... Fix when?

how about fixing this Shader crap finally??
The game runs smooth, then the green shaderbar disappears and the game starts to stutter like crazy. CPU starts jumping from 10ms to 50ms Frametime from 16 to 20ms??? The game could run smooth on my computer if that would not happen. FPS drop from 60FPS Synced or without sync 130FPS to 30FPS suddenly... This makes the game unplayable. I can play Diablo4, GuildWars2, GrimDawn, Last Epoch smooth!! What's going on with Path of Exile 2´s Developer Team???
