Path of building bug? Cold pen

I'm on the latest PoB community fork 2.50.1 Beta

I'm planning a phys to lightning to cold conversion surfcaster.

Despite almost all of my damage being cold, PoB shows no change to dps if I:

1) turn on or off frostbite (if I add blasphemy it still doesn't change the dps, but the unallocated mana stat clearly changes)
2) set in configuration that the monster has cold exposure
3) Allocate any cold pen node or cluster notable.

I assume it's something I've done that broke it, but I can't find anything obvious.

I know it's a bad /unfinished build (no defenses, missing gear etc). When I'm planning I like to get everything I might like offensively first to see if it will do enough dmg (for me) then I make it tanky afterwards removing offensive nodes that don't provide as much.
