New Event Class Idea: The Commander

So lets go into "Legion" themed Class... based on the Hierophant

Legion is all about commanders and stuff... so just a basic concept here

1) Ascendancy 1 gives you extra Totems and increases Melee Dmg
2) Ascendancy 2 limits you to 1 Totem. Boost in Dmg, AoE and Life.

3) Conduit for your Totems (yes you can now share with your Totems)
4) increased Totem Place/Attack/Cast Speed per Charge

5) Every Time you block, you have a chance to double your block chance
6) Reflect Dmg based on your active Totems
