Game mode idea to promote a more interactive end game

The idea is for this system to take into account dps/over ten seconds and resistances with defenses. The session would have a mix of something like 70% of the lobby in an area be just under leveled for the area. The other 30% would be people that are just barely over leveled for an area. It could add some variety and more group play. Oh and a forced allocation on items. So others can see that divvy drop, but not for them. It'll go either way of course. This is a rough idea I just thought of while waiting for Playstation to let me login!
