help. I can not upgrade my scepter (minion infernalist)

So during my time lvling up this character I have been unable to upgrade my scepter for skeletal warrior minion. I am curently stuck at a lvl 9 and works fine when it is equiped my warrior minions raise up no problem but when i try to upgrade to a lvl 13 minions they will not raise up. ALL requirments are met but warrior minions wont raise up. is this a bug or? She is lvl 58 and i am stuck using a very low lvl scepter.

I understand your situation. It gives "free skill" but has fixed levels. (we cannot change the level/type of summons)
We can use normal skill gems for skeletal warriors though it requires an empty skill gem slot and also need to be upgraded for higher levels and for links.
You can ignore the item skill by setting the number of summons to "0" if you need to use the current sceptre.

Post Spirit before and after equipping it.

"raise up" = summon more skeletal warriors ?
